3.1.2 Creation of Stormwater Districts

The creation of stormwater districts can also be key to the significant pollution issues in most watersheds and provide another means for overall assessment and management of water quality. Although originally intended as a mechanism to fund flood-based effects, these “overlay stormwater districts” can provide a primary means to implement water quality improvements. Watershed-based stormwater rules and regulations can be highly effective in mitigating typical watershed pollutants and facilitate WQT amongst the pollutant sources. Stormwater districts are gaining some traction as a means to defray burgeoning sewer rates, but are often perceived as a “tax” by the public. Nonetheless, stormwater districts could readily implement water quality based regulations to improve regional water quality.
